A burr is a microscopic wire of metal that forms at the edge when you sharpen. Feeling the burr on the opposite side is the signal to flip the knife and work the other side. No burr = no new edge. This is the #1 beginner mistake: switching sides too early before the burr forms.
You should feel a consistent burr along the entire edge on the current grit before moving up. Then remove that grit's scratch pattern completely with the next grit. If you see deep scratches from the coarse stone on your polished edge, you moved up too soon.
